World Bank Commends Mozambique’s PSRP Process Arlington, VA, February 20, 2007 - At a recent meeting of the Executive Directors of the International Development Association, the directors commended the preparation of Mozambique’s second poverty reduction strategy paper (PARPA II). In a statement released at the end of the meeting, the directors welcomed the inclusiveness of the process, particularly the extensive consultation held with civil society groups and donors. They expressed this broad consultation will facilitate the PARPA II’s effective implementation and monitoring. The statement also noted the progress recorded in achieving broad reforms, reducing poverty, and in meeting key Millennium Development Goals. Millennium Institute (MI) developed the Threshold 21-Mozambique model that was used for the analysis and stakeholder dialogues that underpinned the preparation of the PARPA II. Since 2003, MI has worked in Mozambique to support preparation and operationalization of Agenda 2025, a national document that sets out the path to Mozambique’s development and provides benchmarks of success for the nation and its development cooperation partners. Working with government ministries and civil society groups, we built local capacity to make adaptations and applications of T21-Mozambique, and use it as a framework for constructive dialogue on policy issues. As with Mozambique, countries such as Mali, Malawi, Ghana, and Jamaica are using T21 to prepare poverty reduction strategies, engage in negotiations with bilateral and multilateral development partners, and determine the most cost efficient approach to meeting the Millennium Development Goals.
